In a bold step toward accelerating Malaysia’s clean energy transition, the Ministry of Energy Transition and Water Transformation has officially increased the NEM Rakyat quota from 500MW to 600MW. This move comes as a response to overwhelming public interest, with the previous quota fully taken up.
The additional 100MW quota is now open to all Tenaga Nasional Berhad (TNB) domestic users — but only until June 30, 2025, or until fully subscribed, whichever comes first. If you’ve been considering solar for your home, now is the perfect time to act.

What Is NEM Rakyat?
NEM Rakyat is one of three key categories under the NEM 3.0 programme, introduced by the Ministry of Energy Transition and Water Transformation (PETRA). The initiative was launched to encourage solar rooftop installations across the residential, commercial, industrial, and government sectors.
Under NEM Rakyat, excess electricity generated from residential solar PV systems is exported back to the TNB grid and credited against the homeowner’s electricity bill — making solar a cost-saving, sustainable solution for households.
“In light of the strong interest, the ministry has decided to expand the NEM Rakyat quota to enable more domestic users to harness their rooftop spaces for solar photovoltaic (PV) systems,” said the ministry in a statement on May 23.”

Why The Quota Matters?
This quota increase reflects the growing appetite among Malaysian homeowners to take charge of their energy use and reduce monthly electricity bills through solar energy. The NEM Rakyat programme allows households to generate their own solar power and offset their TNB bills by exporting excess energy to the grid.

Looking Ahead, A Greener Malaysia
The ministry, alongside the Energy Commission, is actively reviewing future mechanisms to ensure Malaysia’s rooftop solar initiatives remain inclusive, equitable, and accessible for all electricity consumers. This forms part of the larger vision to achieve 70% renewable energy capacity in the national electricity mix by 2050 — a major milestone in Malaysia’s sustainable development roadmap.
